About Us

The Alliance of Social Democrats (ASD) is a political organization built on the ideals of Social Democracy. The party’s ideology is rooted in the promotion of private enterprise with the support of public sector for the provision of critical and social public infrastructure.

The Alliance of Social Democrats (ASD) as a party is unequivocally and irreversibly committed to evolving a leadership structure that would guarantee the security of the lives and properties of all Nigerians. The party intends to achieve this goal through the establishment of state of the art real time and inter-operable national security infrastructure.

We, the Alliance of Social Democrats (ASD) also guarantee a governance structure that would utilize every available resource to create jobs and build social cohesion amongst the contending federating units in Nigeria.
To this end, the Alliance of Social Democrats (ASD) guarantees Nigerians, a motherland that is free from the present;
i. Violent conflicts, war and social unrests that are fueled by tribal, social and religious affiliations.
ii. Poverty, strives, hunger and unequal access to social services and rights of citizenry, we also guarantee a country that is;
iii. Populated by an educated society with empirical zero tolerance for poverty, impunity and nepotism, and a country where;
iv. Security of lives and property are paramount and a society where all citizens irrespective of class or creed are all equal before the law.
Above all the Alliance of Social Democrats (ASD) guarantees Nigerians a socially, politically and economically Restructured and industrialized country where all efforts would be directed at building the human capital and local technology base of the country. We intend to achieve this through evolving policies and programs that would be used to confront the challenges inhibiting inclusive governance and the factors militating against the development of the steel production and consumption capacities of the country.

Why we formed the Alliance for Social Democrats ASD

2.1 Our History as a Nation and as a Nation-state

Our country’s journey into nationhood technically commenced with the amalgamation of ethnic nationalities by an administrative fiat of the British colonial government in 1914. At independence in 1960 the country had three regions Northern region, Western region and Eastern region, while the Mid-west was created as the fourth region in 1963. In line with the provisions of the 1963 republican constitution, each of these four region had their constitutions, regional emblems and even representations in the colonial office in the United Kingdom.

It has often been argued that this was the best period in the life of Nigeria, as each region recorded significant progress in its human capital and material resources development programs and projects. It is also a fact, that most of the notable infrastructures standing in these regions were all developed during this period in view.

All these listed achievements were scuttled by the 1966 coup which not only triggered the mass killings of Nigerians based on ethno-religious biases, but equally destroyed the fundamentals of the celebrated 1963 republican constitution. The nation was plunged into a civil war that destroyed the fabrics of social cohesion and introduced tribalism, nepotism and favoritism which has remained the bane of the country’s development. Subsequently, the regions were balkanized using military fiat with little or no economic or social considerations.

Despite the country’s brief return to democratic rule between 1979-1983 and the subsequent return to civil rule in 1999 till date and in spite of the numerous conferences convoked by sitting governments (military and civilian) Nigeria has continued a dangerous downward slide in virtually all areas of corporate governance, resulting to the;

  1. High concentration of power at the center and apathy towards devolution or decentralization of power;
  2. Allocation of virtually all the programs that can enhance quality of life and social development to the exclusive list;
  3. Alienating the sub national governments from promulgating laws that can assure for security of lives and property at the lower levels of governance;
  4. Alienating persons with special needs from use of public infrastructure, especially electioneering equipment and infrastructure and,
  5. The adoption of federal character principle that negates proficiency and promotes nepotism

Arising from these,

Corruption which is the big elephant in the room has practically spiraled out of control, with brazen acts of impunity and financial recklessness by public officers entrusted as the gate keepers of public funds.

Education models in use do not equip citizens and does not address the social economic realities of the country, viz the availability of jobs,

Infrastructure development has been primarily driven by political and parochial, interest, instead of economic and public good considerations

Agriculture is still basically pedestrian and dominated for the most part by peasant small holder farms.

The North-Central, Niger Delta and North East regions in spite of its pivotal role in the development of the country are still bedeviled by perennial social and environmental challenges that have driven the inhabitants to the brink of poverty.

The banking sector reforms and government intervention funds have not translated to any meaningful social-economic gains resulting to the growing list of declining business ventures and rising unemployment rates across the country.

This situation is worsened by the perilous loss of revenue through the declining oil revenues and collapsing industries has made the situation more precarious.

To resolve these cross cutting issues, the Alliance of Social Democrats (ASD) will;

  1. Design and deploy national cohesion and advocacy programs to promote new cross cutting national ideologies to build national consensus;
  2. Retool the electioneering infrastructure to accommodate the needs of Nigerian with disabilities and special needs through the provision of braille machines for the blind and provide voting boxes that would cater for the lame and infirmed at polling booths;
  3. Introduce civil education and voter education programs in school curriculum at primary and secondary school levels to build the new spirit of love of country early on;
  4. Engage in a credible national census to determine the actual population of Nigeria;
  5. Restructure Nigeria socially, politically and economically, in the way that recognizes all ethnic nationalities of Nigeria, so as to respect their identities, culture and values;
  6. Resolve the energy crisis through the development of integrated gas gathering, cleaning and supply system.
  7. Review the trans- Sahara and west African gas pipes to include spokes for gas supply to all the states and industrial locations along the route of the pipelines;
  8. Institute policies and programs for efficient service delivery in all spheres of the public and social service with special focus on security, health, education, housing and access to justice;
  9. Develop a robust national food security program that would be technology supported to ensure that no Nigerian goes to bed hungry;
  10. Establish youth development and empowerment facilities in every ward in Nigeria;
  11. Review the existing Justice and Security systems and establish vertical and horizontal command systems at the national and sub-national levels;
  12. Identify individuals of high worth as national champions and legitimizers across the broad spectrum of the social, cultural and religious divides across the country that would form a body of facilitators for the new national ideology;
  13. Review the 1963 Constitution with the view of interrogating its aspects that supported the rapid and sustainable growth of the regions;
  14. Review all the documentations that deal with the issues of resource control and revenue allocation with the view of making the ASD’s economic development blueprint resource and human capital development driven;
  15. Delineate the country into a minimum of ten thousand (10,000) development centers and against continual areas of comparative advantages establish common shared infrastructure that would be resource based and demand driven;
  16. Establish social infrastructure that would align to building the critical mass across the economic corridor;
  17. Review the existing security laws, with a view of empowering the sub national legislative houses to enact laws based on their various socio-political realities;
  18. Identify internationally and nationally recognized and respected Nigerians who are endowed with the technical, mental and physical fitness to seek for public offices from local government councilors to the highest office of President, through the platform of the ASD, using direct primaries and technology supported electioneering models.

Our Party’s Operating Principles and Covenants

As a political that is determined to promote a new social order in Nigeria, the Alliance of Social Democrats (ASD) is irrevocably and irreversibly committed to ensuring the supremacy of the party’s constitution and the strict adherence to the provisions.

To this end, all members of the Alliance of Social Democrats (ASD) would be issued bio-metric membership cards and all eligible members of the party shall participate in elections into party offices and public offices, which would be conducted through direct primaries, as provided in the party’s constitution.

Alliance of Social Democrats (ASD) will strive to decentralise its party structures and party administration as captured in its constitution and all its operational structures would run as indicated in the constitution. All party agents and members would adhere strictly to the stated rules of engagement, with zero tolerance for impunity and rascality of any form or kind.

To achieve total inclusiveness, the Alliance of Social Democrats (ASD) would establish structures at all levels of habitation, from the streets in the urban and semi-urban centres to the hamlets and villages in all the parts of Nigeria. Each of these structures would be strictly guided by the provisions of the party’s constitution.

Our Party’s Public Engagements

The Alliance of Social Democrats (ASD) would through its bulletin and interactive online media platforms inform its members and Nigerians of its activities and promises that all inquiries and queries raised on any aspect of its operations would be promptly and adequately addressed. The party would form alliances with community media outfits to reach its members and Nigerians across the nooks and crannies of the country. We assure Nigerians that the bulletins and platforms would be deployed in as many local languages as can be possible.

Our Social Contract with Nigerians on Securing Lives and Property, Creating Jobs and Developing Social Cohesion in Nigeria

Our primary goal as a political organization is to protect the lives and properties of Nigerians, create sustainable jobs and ensure that all citizens irrespective of class or creed are subject to the provisions of the Nigerian constitution.

In pursuit of this goal, Alliance of Social Democrats (ASD) will set a bi-annual traditional and statutory date for a “Nigerian State of Union Address-“, where the President/State Governors and LG Chairmen must give account of their stewardship to the joint sessions of the National/State/LG Legislative Assembly. This date for this engagement would be different from the annual budget presentation.

Our Social Contract on National Security

Alliance of Social Democrats (ASD) will pursue for the creation or recreation of National and State Bureau of Investigations (NBI & SBI) respectively, with the highest post in the organization as Director (to be appointed by the President on a 5 or 7yrs term, after statutory confirmation by the Senate and the respective State legislatures. Such person(s) must come from/amongst the Intelligence Community). The Deputy Directors will be appointed by the Attorney General of the Federation, amongst the Department or Ministry of Justice hierarchy. The NBI & SBI will take over the existing operational structures of the Nigeria Police in the Federal and States respectively and be modeled to the United States Federal Bureau of Investigations (FBI) structure/operations.

The Federal Attorney General will be appointed by the President, amongst the core members of the Nigerian Bar Association and he/she will report to the President. Such appointment must be confirmed by the Senate of the Federal Republic of Nigeria. Every State in Nigeria, including the FCT, will have a State Attorney General that will be different from any appointed Commissioners of Justice by the State Governor. The State Attorney Generals are to be duly elected from amongst legal practitioners registered within the State Chapters of the Nigerian Bar Association. The State Bureau of Investigation (SBI) will take over all assets and liabilities of existing State Police Commands. The Head of SBI will be appointed by the State Governor amongst the State Intelligence Community (active or retired) while all the Heads of the new City/Town Police Offices as Police Chiefs & Marshal, will report to the respective Director of SBIs, who will in turn report to the State Attorney Generals within their respective jurisdictions.

The existing Police formation in every Local Government Council areas in Nigeria will be remodeled into formidable and efficient City/Town & County Police offices, where the following departments will be well fortified for effective policing:

  • Patrols – Monitoring & Surveillance
  • Investigation & Prosecution
  • Counseling & Correction
  • IT & Data Collection
  • Public Complaints & Conflict Resolutions.

They will take over the assets and liabilities of all existing police stations, with direct oversight and funding by the State/LG Councils respectively. The head of each County office as Police Sheriff will be selected or elected by/amongst the aggregation of Community Development Association member’s resident in the Community respectively.

Existing Federal Police personnel will have statutory options to transfer his/her service to any State Bureau of Investigation or County on creation, depending on its State of Origin/resident of choice. This will end the incessant transfer of Police from one end of the country to another unknown end, with its attendant work apathy and family crisis due to disruption in spouse work service or business or children education will be a thing of the past resulting to better or improved work ethics.

Alliance of Social Democrats (ASD) shall review the constitution with a view of splitting of the Office of the Attorney General and Minister of Justice in the Federal & State Government into Minister and Commissioner of Justice. The Attorney General of the Federation & States Attorney General Office with respective National & State Bureau of Investigation (NBI & SBI) including City/Town & County Police Offices.

This will improve and increase the administration/quality of Justice in the Federation. The Alliance of Social Democrats (ASD) would focus on restoring decorum in the country through the introduction of sub-national policing and security programs with special focus on the North-East, North-West, South-East and North- Central geo-political zones of the country. Alliance of Social Democrats (ASD) will pursue this social contract through the deployment of the state of the art, and inter-operable monitoring equipment that would avail real time data and information to the security agencies whose carrying capacities would be enhanced and improved.

The Alliance of Social Democrats (ASD) would promote the shared prosperity business development model in resolving the perennial conflicts between the herdsmen and farmer and would adopt the carrot against the stick approach to resolving the lingering crisis in the north east zone. Furthermore, the party is committed to ensuring the highest possible standards in Education and Public Service through the establishment of world class facilities to improve both the standards of education and public service


Our Social Contract on Improved Access to Education and Public Infrastructure for Nigerians with Special Needs

ASD is of the incontrovertible view that every Nigerian must be given equal access to all facets of livelihood and it believes that Nigerians with special need even deserve more attention with regards to education and access to public buildings through the development of special curricula and making certain that every public utility is equipped with the infrastructure to assist such citizens.

In line with our vision for Restructuring and Inclusive Governance, ASD will promote the legislation to relieve the Federal Government from huge burden of Primary & Tertiary Education in Nigeria. The Primary Education will have to be transferred to the Local Government, while the Regional Governments will take full responsibilities for Tertiary Education within their respective zones.

However the operation guidelines and curriculum of all Educational institutions (Primary, Secondary & Tertiary) will be streamlined for National uniformity taking strict cognizance of respective regional culture and tradition. To this end, ASD will focus on developing not only the curricula but ensuring that every educational facility from primary to tertiary is equipped with the right infrastructure, curricula, equipment and above all the human capital to attend to this special Nigerians, while ensuring the establishment of a special needs Nigerians institution in every state capital of the country at the first instance with the final goal of establishing one of such schools ultimately in every local government headquarters in Nigeria.

In pursuit of this agenda ASD would promote and emplace automatic employment for all Nigerians equipped with the skills of caring for persons with special needs and such employees would be placed on special salary grades, while institutions with capacities would be properly equipped. In the same vein the ASD would establish special health care centres and skills acquisition centres for Nigerians with special needs and a program to employ as many of them into the public workforce


Our Social Contract on Industrialising and returning our Nation’s path to that of prosperity

The Alliance of Social Democrats (ASD) fully appreciates that the threshold of industrialization is measured in terms of steel consumption on a global average of 130 kilograms (per capita). It is saddening that our Nation’s steel consumption average with its population of one hundred and eighty million persons is less than 10 kilograms (per capita).
It is even more depressing that in spite of the huge resources committed to developing a steel complex and numerous steel rolling mills, Nigeria imports averagely 17 million tons of steel and allied products per annum, as a result the country imports over N4 Trillion Naira worth of steel products annually, while Egypt and South Africa with Similar Technologies and smaller population figures are producing 6.7 and 7.6 million tons respectively.
This is added to the fact that;
i. The Middle East Region having moved its collective steel production capacity from a mere 4 million tons per annum by 1996 to the present 30 million tons per annum and has become net exporter of steel products with accelerated infrastructure growth;
ii. North Korea because of its steel capacity has launched Rockets into space;
iii. Pakistan using its steel sector has one of the largest military wares production capacity;
iv. China based on its steel has become the world largest growing economy and biggest exporter, largest consumer and producer of steel products;
v. India has become one of the largest producers of steel and controls over 65% of the world’s steel industry and markets;
vi. Brazil based on its steel sector has taken a leadership position in the production of automobile and is presently supplying the aircrafts for our national carrier;
vii. Iran is rounding up its nuclear power production process and runs its 600,000 barrels per day crude oil refinery with Iranian steel and technology.
All these countries produce military material like rockets, bombs, tanks, heavy and light guns, war planes, frigates, and agricultural equipment like tractors, harvesters, construction and mining equipment like bulldozers, excavators, drag lines and other industrial machinery and equipment which are presently exported to Nigeria.
Based on the above narrative, the Alliance of Social Democrats (ASD) recognizes that to industrial our country and to be rated among the 20 industrialized nations, Nigeria must improve its steel consumption from its present figure to 18 million tons per annum.
To achieve this, the party would enhance the nation’s local production capacity through the integration of the Minerals, Metals and Steel into a definitive production, consumption and infrastructure development program, through aligning the present moribund and dysfunctional Ajaokuta Steel Complex and the other inland rolling mills in Aladja, Oshogbo, Jos and Batagarawa into an integrated local steel and allied production and utilization model for;
i. Nigerian Defense Sector through the integration of the existing production and services facilities within the Nigerian Armed forces like the Naval Dockyard for the production of Ships. The Special Vehicles Plant in Bauchi for the production of military and civilian heavy duty vehicles and the production of the Air Force Hangers for Aircraft production and maintenance.
ii. Small and Medium Scale and Automobile Industries through the production of spare parts.
iii. ICT Sector through the production of Communication Towers.
iv. Petroleum Sector through the production of most of the spares for turnaround maintenance TAM.
v. Power Sector through the production of Power Transmission Towers.
vi. National Infrastructure through the production of steel and allied based materials for infrastructure development.

Our Social Contract with Nigerians on returning the Country to the path of growth and prosperity

To truly transform the Nigerian economic framework on a sustainable basis, the Alliance of Social Democrats (ASD) would evolve a three tiered governance system with strong local government that would create informal/small enterprises that emphasize linkages rather than boundaries in socio- economic relations at the local government levels.

This First tier would involve the utilization of water and land resources to develop data driven energy and crop production project.

The Second tier would involve the exploration of Solid mineral resources data for trade and investments for the production of raw materials for key industries like pharmaceuticals, construction, housing, engineering, paints.
The Third tier would be based on data from the first and second tiers that would be used to initiate project based finance program for the rehabilitation and realignment of existing infrastructure for the transportation of raw materials to existing (functional and dysfunctional) allied infrastructure in economic cluster zones for the:
i) Establishment integrated solid minerals projects for essential raw materials for existing front end facilities.
ii) Establishment of major and minor belts for the planting of cash and food crops that would drive a food chain for human and animal consumption
iii) Establishment of Animal husbandry and bio-fuel belt.
iv) Establishment of Gas gathering and distribution facilities.
v) Establishment of cash crop belts of cocoa, palm, forestry and integrated aquaculture projects.
vi) Establishment of minor belts for food and cash crops that must be inclusive of all the necessary back end activities that are required for natural resources development with emphasis on the seedlings, land delineation, irrigation, farm methods, and renewable energy technologies, processing and marketing of products on a sustainable basis, through the maximal utilization of available and identified natural resources endowments in the country like:
i. Water resources for irrigation of identified agricultural lands for specific products and markets
ii. Renewable energy resources- to provide off grid energy services for the agricultural projects
iii. Land delineation to identify acreages and generate credible farm gate yields, and
iv. Solid minerals resources that can be beneficiated or used in the development of regional infrastructure that would create a new and inclusive socio economic programs based on;
– Clustering of the states into contiguous economic zones on a regional basis in the first instance and
– Aligning existing and available physical infrastructures within the Identified zones to regional infrastructure development programs (rails, roads, airports, power, industrial parks etc.).
This new thinking would be predicated on the under listed parameters:
i. Population analysis (predicative on the number of men, women, illiterate, literate, and the number of households within the pilot area).
ii. Community Ownership (hinged on Community Based Organizations to ensure Sustainability).
iii. Identification and review of existing natural resources within the pilot location.
iv. Inventory of the existing infrastructure and further infrastructure requirements.
v. Estimation of the energy demand for project utilization and household consumption.
vi. Assessment of the availability of portable water.

Our Social Contract on National Justice Infrastructure

Alliance of Social Democrats (ASD) will pursue for the creation or recreation of National and State Bureau of Investigations NBI and SBI respectively. The NBI & SBI will be created and modeled to the United States FBI structure/operations including its powers/jurisdictions. Our Social Contract on Gender Inclusiveness

We are committed to gender sensitivity and inclusiveness and will promote a minimum of 30% of all the party’s elective and appointive offices at the levels of the party and public offices going to the women. (Please note that 5% of this would go to women with special needs).


Our Social Contract on Developing Alliances for Local Technology Deployment

ASD intends as a party that is committed to research and development, engage with all research institutions and Departments and Agencies across the country to develop the required alliances and protocols for deploying such technologies in pursuit of its home grown technology based infrastructure development.

Our Social Contract on Youth Inclusiveness

Alliance of Social Democrats (ASD) is conscious of the widening gap between the younger and older generations and is committed to bridging this widening gap by youth inclusiveness. To this end, the party would promote a minimum of 15% of all appointive and elective offices to the youth between the ages of 18-30 while 15% will be for persons between the ages of 31-45 years (please note that 6% of the 30% would go to youth with special needs).

Our Social Contract on Developing Alliances with Socio-Cultural Groups in Nigeria

In pursuit of its social inclusiveness, the Alliance of Social Democrats (ASD) would seek alliances with all the identifiable socio-cultural organisations at the national and sub national structures, the aim is to identify with the aspiration of all Nigerians at the levels of their cultural identities and promote such aspirations in creating the narrative for a united and indivisible nation where all citizens are equal before the law.


Our Social Contract on Retooling the Nigerian Military

Alliance of Social Democrats (ASD) in appreciating the critical role of the military in securing the nations territorial integrity and borders would evolve a policy to retool and professionalise the Nigerian military and para-military establishment through intensive funding of research programs that would make the military self-sufficient in the production of military soft and hardware, materiel and armaments. The Alliance of Social Democrats (ASD) would focus on returning all existing facilities with the military to service with special focus on the Air Force (PDM) facilities, Naval platforms and dockyards and Army Dicon and the SVP plant.


Our Social Contract on Ensuring the Security of Lives and Property of Nigerians

The greatest challenge to our corporate identity as a nation presently is insecurity. Alliance of Social Democrats (ASD) would approach this destabilising factor through the decentralisation of the public security architecture and the use of high tech inter-operable monitoring infrastructure capacities for quick response to protect both national, assets, infrastructure and the lives and properties of Nigerians on one hand. This infrastructure would be supported and operated by highly motivated workforce that would have zero tolerance for nepotism and impunity. The Alliance of Social Democrats (ASD) would establish proper data bases of all inhabitants in all habitations in the country for the purposes of national planning and human capital development. This twin factors would be tied to our social program that would ensure that every Nigerians becomes the primary responsibility of government.


Our Social Contract on Ending the excruciating Poverty in Nigeria

The Alliance of Social Democrats (ASD) is committed to resolving the present oddity of extreme poverty in the country in spite of its huge potentials and huge public sector expenditure on poverty alleviation programs. The party would resolve this seeming intractable but easy to solve dilemma by ensuring the full value of all our natural endowments that at presently at best being disposed as base and low value raw materials. The party would aggressively adopt the policy of products as against low value raw materials for either sale in the local or international markets.

Our Social Contract on Health Care Delivery

There is no doubt that the Nigerian health care systems are collapsing, there is hardly any public hospital at all levels that is not in dire need of equipment, drugs and human capital. Alliance of Social Democrats (ASD) is greatly worried with the deterioration of virtually all aspects of the country’s health care systems from the training facilities to the treatment and care facilities. The Party is equally disturbed by the high percentage of Nigerians that are in dire need of mental health care arising from the abuse of substances. In reversing this challenge the Party would conduct a technical audit of all existing public health training and treatment facilities in the country with the view of retooling them and in addition Alliance of Social Democrats (ASD) would establish integrated medical facilities that would be equipped with the capacities to cater for mental health, aging and general health care in each of the 109 Senatorial Districts in Nigeria within its first 3 years in government.

Furthermore, Alliance of Social Democrats (ASD) would redesign the Nigerian health care system with strong focus and emphasis on the primary health care facilities and the research institutions that are focused on the research and development of medical equipment and drugs on one hand while fully focusing on the institutions that train all the human capital required to operate a health care facility.


Our Social Contract on Resources Development

Every inch of the earth in Nigeria is endowed with natural resources ranging from underground water to minerals and agro-allied potentials. Our Social Contract on the Development of Economic Corridors across the Country

The Alliance of Social Democrats (ASD) in pursuit of its economic inclusiveness policy would establish resources based economic corridors across the country. These corridors which would common share infrastructure would form the basis of social inclusion as it would be based on land and resources endowments against location. The raw materials from these corridors would form the sources of the raw materials that would be used in retooling the industrial base of the country.

Our Social Contract on Job Creation

Alliance of Social Democrats (ASD) shall establish in various States & LG Areas, Employment Engagement Offices with direct data linkage to an existing equivalent Federal Agencies. The sole of the program would be the collation of the bio-data of all employed and unemployed Nigerians.

Through this program, Alliance of Social Democrats (ASD) shall create millions of jobs in partnership with the private sector through the initiation of Job Creation Partnerships backed by Labour Market Agreements and off taker agreements. Alliance of Social Democrats (ASD) will develop policies that would encourage all Nigerians with an established annual minimum income of One Hundred Million Naira, to engage in the development of cottage industries (via concessionary site & services land allocation costs) in all the 774 Local Government Areas across the country) This program would be operated through the establishment of a Special Entrepreneur Tax Relief Scheme (SPENTARS), to support firms who employ a minimum of 50 employees. A two-year grace to establish such SME will be encouraged. Alliance of Social Democrats (ASD) will promote initiatives to create and continue building Open & Stalled Markets/Malls with all amenities in place (fenced locations) in every Local Government Areas (via Public & Private Sector participation.


Our Social Contract on Enhancing Nigerian Workers Welfare

The average Nigerian public or private sector worker is in dire straits. The Nigerian workforce which is inclusive of the military and para-military services are encumbered by several challenges, ranging from low wages to the absence of social security support in virtually all aspects of his life. Most of the times, wages are not paid and when paid are deducted to the point of leaving him to borrow more to survive till the next pay day. The Alliance of Social Democrats (ASD) in recognition of this fact would not only review every Nigerian worker’s wage in line with international best practices and the existing socio-economic realities but would equally review the welfare and pension packages of every Nigerian worker, inclusive but not limited to housing, health care, transportation, educational support and most of all the pension packages of every Nigerian worker with special focus on the development of post retirement or senior life programs for all Nigerian workers.

Our Social Contract on Expectations from the Public Service

In pursuit of a new Nigeria, the Alliance of Social Democrats (ASD) would promote a policy of not only excellence in service delivery but decorum and resourcefulness that would ensure that public officers no matter how highly placed would be discouraged from sending their wards on education or medical tourism except for very special knowledge or scholarships. Alliance of Social Democrats (ASD) would equally promote the policy where civil or public officers would not be encouraged to embark on air trips for locations within 3 hours of road travel.


Our Social Contract on Infrastructure Development

Through this policy, the Alliance of Social Democrats (ASD) would develop the needed critical infrastructure like power, rail, roads, seaports, airports and other allied infrastructure housing, schools, hospitals on demand driven and resulted based models that would not only guarantee the return of investments in the development of such infrastructure but would equally guarantee the sustainability of the jobs created within the economic corridors. This policy program would also introduce the system of mopping up the large youth bulge in the informal sector and equipping them with the prerequisite skill to engage in the formal economy, thereby triggering the decongestion of the cities through urban-rural drift, thus reducing the high rate of crime arising from the frustration of joblessness among most youth in the urban areas.

Alliance of Social Democrats (ASD) will implore that all major infrastructural development contracts, for project domiciled in every States/Local Government Area will be considered for award as major pre-qualification of contractors with established office/operational presence in such States/LG only. This will afford local benefit retainer-ship of development, accrued from such project and reduce capital flight from such localities. All State chapters of Professional Bodies will collaborate to ensure the success of this policy, on implementation.

The Alliance of Social Democrats (ASD) transportation policy focus would be integrated and inter-modeled along six broad corridors (pedestrian walk ways, cycling, roads, rail, air, water/sea transportation) to this end government will develop policies that would allow the retooling of existing transport infrastructure and the development of new ones to be inclusive of the listed variables.

For Railway development, Alliance of Social Democrats (ASD) in line with current global trends will evolve policies that would introduce a hybrid of current rail infrastructure to Railway corridors that would be inclusive of electric trains and tied to load value funding programs. Alliance of Social Democrats (ASD) will pursue the establishment of public private companies as under listed;

  • NR Routes & Signals Ltd.
  • NR Stations Management & Tickets Ltd
  • NR Coaches & Repairs Yards Ltd.
  • NR Energy Co. Ltd (for dedicated energy to the rail systems).

These companies will not only ensure the operational capabilities of the Nigeria rail system but will guarantee sustainable job creation and human capital development.


Our Social Contract on Public Transportation

In view of the importance of public transportation, Alliance of Social Democrats (ASD) is committed to redesigning the existing public transportation systems to be inter-modal with load value funding models. The development of public infrastructure would be tied to the steel sectors as a first charge while the funding of public infrastructure would against the existing yearly budgetary provisions be based on cash flow project funding models.

Our Social Contract on Climate Change

There is very little doubt that climate change has in no small measure contributed to the conflicts and carnage being witnessed across the country. The Alliance of Social Democrats (ASD) equally recognises that the drying up of the Lake Chad and the forced migration of some of the inhabitants of the Lake Chad Basin, added to desertification is greatly contributing to the existing altercation leading to ethnic builds up and confrontations.

The Alliance of Social Democrats (ASD) is committed to returning the abandoned Great Green Wall Project to service, as it has the carrying capacities to restore the receding land and return decorum to the region. Added to this, the party would engage in an aggressive land reclamation and restoration program, through the planting of trees and restoration of the minor belts and forest reserves all over the country.


Our Social Contract on Formal and Informal Education

The Alliance of Social Democrats (ASD) is conscious of the fact that the greatest challenge facing the Nigerian youth is the failed educational infrastructure which is incapable of preparing them to live and survive in the shrinking and competitive Nigerian economy. Because of this, most Nigerian youths have resorted to self-help and in most instances crime, prostitution and ultimately the abuse of substances in the face of their failing endeavors and the absence of help from the system.

Alliance of Social Democrats (ASD) in promoting its new national ideology recognizes that for Nigeria to build enduring social cohesion, it must eradicate illiteracy and innumeracy. In pursuit of this need, the party would retool the existing formal education curricula to be more skill based. Alliance of Social Democrats (ASD) will equally retool and return to service all the abandoned skill development centers and establish new one that would all be tied to the Job Creation Partnerships and Labor Market/off taker agreements with the private sector


Our Social Contract on Food Production for National Security

Our nation’s inability to be self-sufficient in food production has exposed our people to the consumption of foods with low or even no nutritional value. This dependence and wrong nutritional intake also has the capacity to affect the overall well-being of Nigerians especially the growing children who are denied of the basic nutritional intake required for them to develop normally. Arising from this high level of dependence and low level support for the local economy Nigerians who are in food production are forced to buy the ingredients and raw materials which often are not standardised from foreign markets and yet face competition from the same suppliers who bring in the same finished products from their own country.

The Alliance of Social Democrats (ASD) recognises the importance of food security to national security and is commitment to ensuring that the country is not only self-sufficient in food production but will produce high quality organic and inorganic foods that would meets international standards for nutrition intake with special focus on the foods consumed by children.

To this end we will develop policies that will drive research, innovation and introduction of technologies in investments in the food production chain. In pursuit of this we shall decouple food production as an aspect of Agriculture and treat it as a national security program.


Our Social Contract on the Development of New Smart Cities across Nigeria

Most Nigerians even those in urban and semi-urban areas of the country live in squalors and habitations that are unfit for humans. Alliance of Social Democrats (ASD) recognises that housing is a critical component of social integration and national security. To this end, the party is committed to developing new smart cities that would be tied to major national infrastructure. Nigerians would be housed based on their need and capabilities and a lot of focus would be on social housing for unemployed and less endowed Nigerians.

Our Social Contract on Resolving Herdsmen/Farmers Altercations

Arising from the intractable crisis in the Sahara-Sahel and the receding Lake Chad, several non- Nigerian indigenes have crossed into Nigeria’s space, in search of safety, water and grass for livestock. This challenge is worsened by the fact the most of the livestock routes established in the forties and fifties have been over taken by population explosion and urbanization, thus fuelling the perennial herdsmen/farmers altercations.

To resolve this challenge Alliance of Social Democrats (ASD) will promote the development animal containment and care program under four broad categories:

  1. Withholding/integrator ranches to be established at the fringes of the Sahel.
  2. Multiplication ranches to be established in the savannah zones.
  3. Fattening ranches to be established in the cities, and
  4. Dairy ranches to be established in industrial areas.

All the respective ranches which will be developed on public-private sector partnership will comprises closed grazing areas, independent power plants especially from concentrated solar Power-CSP or/and Utility Solar PV providing the required energy for residential, commercial, SME & commercial/industrial entities, Schools & Health Institutions within the closed community.

Alliance of Social Democrats (ASD) will also promote the establishment of meat distribution & processing centres in appropriate location within each States/LG of the Federation.

Our Social Contract on Power Generation and Energy Consumption

The Alliance of Social Democrats (ASD) appreciates that reliable and constant energy generation, distribution and utilization is paramount in its drive to industrialize Nigeria. The party is also conscious of the fact that the cost of generating the volume of power required to stabilize the country’s energy requirement is quite enormous and might be difficult to fund solely from budgetary and public sector funding program. In view of the fact the energy is industrial sector demand heavy, the Alliance of Social Democrats (ASD) would tie the cost of power development to the industrial complexes in place and emplace a vibrant tax system that would ensure return on investments and return of equity.

To this end, the party would pursue the establishment of Concentric Circles/Rectangle as Captive Power Generating and Distribution zones across the country for consistence production/mini-grid distribution of power and efficient delivery of services to consumers. The National Grid will however be kept and serviced for National Emergency deployment as and when required to any particular location. Greater focus would also be given to research and deployment of Renewable Energy Resources-Small Hydro/Wind Plants, Concentrated Solar Power-CSP & Utility Scale Solar, and Ocean Renewable Energy Resources Plant, so as to achieve over 75,000 MW (megawatts) National Energy production and supply via strategic and operational energy mix production from renewable energy resources. Energy programs in view on a zonal basis are:

  • Solar PV Plants (as Mini-Grid Development Initiatives) plus Bulk Energy Storage and Concentrated Solar Plants for accredited locations in the Northern & Middle Belt Zones of Nigeria where Direct Normal Irradiation (DNI), are very high and sustainable, and
  • New Ocean Renewable Energy Plant Technology for the Southern & Middle Belt Zones of the country.

Our Social Contract on Promoting Foreign Trade with Bias for Export of Goods and Services

The Alliance of Social Democrats (ASD) is of the firm view that Nigeria must focus on the export of its value processed goods and services if it is to capture the interest of the extremely competitive global market in a view to transform the country socially, politically and economically. To this end the party would emplace the required legislation that would superintend standards of goods and services produced in the country. This would require the total overhaul of the existing sub-contracting production to a more inclusive growth based production model.

Our Social Contract on Retooling the Banking and Financial Systems in Nigeria

The global economic meltdown and economic recession experienced in the country from 2015-2017 has structurally altered the economy of Nigeria. As a result of these two major events, business has closed down, leading to major losses in the financial sector of Nigeria.

Alliance of Social Democrats (ASD) is determined to resolve this anomaly through the retooling of the existing rigid and non-inclusive banking and financial services of the avoids investing in start-up and instead funds the importation of goods and services thus promoting capital flight and low patronage of locally produced goods, to this end the ASD will promote the manufacturing, processing, and exportation of value-added goods produced from locally sourced materials

Our Social Contract on Improving on the Quality of Public Services in Nigeria

The present quality of public service is to state the least most deplorable and despicable. These poor quality services range from services offered to Nigerians in Ministries, Departments and Agencies of government to public health facilities, schools, hospitals, libraries and other public institutions.

Alliance of Social Democrats (ASD) is committed to reversing this existing norm through the establishment of policies that would emplace oversight and penalty for defaulting on public service by both public and private sector service providers.

Expected Nationally Shared Outcomes of the ASD New Thinking

This program would not only ensure improvement of the level of technical and economic efficiency, It would also harmonize and integrate fiscal, monetary, trade, budgetary and other policies that affects labor, capital, land production systems; input supply, water resources, rural infrastructure; agricultural extension services and research, technology development and transfer; training and manpower development and thus ensure;

  1. Attainment of self-sufficiency in basic food commodities particularly those that the country spends considerable amount of foreign exchange and for which she has comparative advantage in local production in Nigeria.
  2. Increase in production and processing of exportable commodities with a view to increasing their foreign exchange earning capacity and further diversifying the country’s export base of the country, and
  3. Creation of more rural employment opportunities to increase the income of rural dwellers, and reduce poverty in Nigeria.

This innovative Alliance of Social Democrats (ASD) framework shall be deployed to develop new socio economic relationships across the three tiers of government level that would be driven by economic linkages rather than boundaries through an integrated natural resources determination/exploration and resource determination program that would be used to initiate data driven infrastructure and value chained production programs across the length and breadth of Nigeria.

These projects would also be used to develop infrastructure in the Power, Transport, Agriculture and Solid Minerals sub-sectors of the Nigerian Economy and also promote the use of alternative power generation, especially the existing small hydro power potentials and the integration into the existing 12,000 km rail network.

This is the most viable option the current government transformation agenda of economic restructuring and decentralization as Government would not need to spend money on the provision of infrastructure.

Conclusion

The overall intent and focus of the Alliance of Social Democrats (ASD) is to develop a social contract with Nigeria in pursuit of its principle target of reengineering Nigeria on the path of social integration, prosperity and harmony. The sole aspiration of the manifesto is to return and surpass our nations earlier but lost position in the comity of states by making it a one stop global investment hub, and by so doing increase aim is to improve the quality of life and wellbeing of all Nigerians irrespective of class or creed.
